CMS Sets Deadline for Revising FY 2015 Worksheet S-10 Data
On June 30, 2017, the Centers for Medicare & Medicaid Services (CMS) issued Change Request (CR) 10026. Among other things, CR 10026 provides instructions to Medicare Administrative Contractors (MACs) for accepting amended cost reports for hospitals requesting to revise their FY 2015 Worksheet S-10 data. Under these instructions, hospitals have until September 30, 2017 to submit amended cost reports to their MAC. Submissions received after that date will not be accepted.
As noted in our blog post following the April release of the Hospital Inpatient PPS Proposed Rule (Proposed Rule) for FY 2018, CMS has issued a Factor 3 calculation formula that integrates Worksheet S-10 data, starting with data from FY 2014. CMS’s language in the FY 2018 Proposed Rule seems to indicate that the new formula will be included in the final version of the FY 2018 rule, unlike FY 2017 where a similar formula was incorporated into the Proposed Rule but dropped in the final version of the rule.
CMS setting a deadline date for accepting revisions to FY 2015 Worksheet S-10 data is similar to what it did in 2016, when it set a September 30, 2016 deadline for revising FY 2014 Worksheet S-10 data. At the time, the FY 2018 Proposed Rule was released, we stated our belief that CMS was going to set a deadline for revising FY 2015 data and this belief has proven to be accurate.
What Does This Mean for Hospitals?
Given the language in the FY 2018 Proposed Rule and the tight timeframe that CMS has given, it is imperative that hospitals quickly determine whether they intend to revise their 2015 Worksheet S-10 data. Based on our 2016 experience, we anticipate that a significant number of hospitals will decide to revise their Worksheet S-10s, creating a high amount of demand for support to complete these revisions by the September 30 deadline.
